| Coal-producing enterprises, based on coal resources, form industrial agglomeration in certain region,that is coal region, but industrial agglomeration in coal industry dose not form effective economics of scale and get industrial agglomeration effect; while the traditional development model in coal region has become one of the big obstruct of coal economy development. Scholars in and out of China all have done some research about industrial agglomeration and its effect, and have practically promoted the formation of economics of scale in industrial agglomeration; though they have brought out a series of measures, their research in the formation of scale economy in coal region is still in the primary stage, and have not formed a complete system.This article, on the basis of systematic analysis of coal area's formation and developing process, draws a conclusion of the characteristics of industrial agglomeration and system,and puts forward the advantages and trends of the development of scale economy in coal region. By comprehensive use of intensity and DEA evaluation model, it does an evaluation about the effectivity of scale economy in Gu Jiao coal region, meanwhile makes a summary of overall development and problems of the effectivity of scale economy in our coal region, and puts forward respectively the developing modal of the effectivity of scale economy in new coal region and the developing tactics of the effectivity of scale economy in traditional coal region. In new coal areas, the modal of"region planning-effective organization-industrial system-capital connection"is mainly employed in the forming process of effectivity of scale economy and reasonable distribution, effective organization and efficient operation are used to promote its development; in traditional coal region, it is much more of reformation of its economic system on the basis of the original development to meet the requirements of effective development of scale economy in coal region. |
