The Analysis On Problems And Constraints Of Developing Circular Economy Of Coal Enterprises In China

Coal resources are non-renewable, have an important role on economic development and energy security in our country. In the short term, the coal dominant position which is in the production and consumption of energy will not change. The coal industry has developed rapidly in Inner Mongolia. In 2009, the coal production has leapt to the first in our country, and made a significant contribution to economic and social development both in Inner Mongolia and China. However, because the coal had been extracted by the super strength over the years, there are series of outstanding problems, such as the damage of ecological environment, the low recovery rate of resources. This paper aims to study how Inner Mongolia both could use of the resources rationally in order to promote economic development, and save the ecological environment, achieving sustainable development at last.Circular economy is a new production mode, it makes a breakthrough to the traditional economic model, and it changes from the "high extraction, high emission, low use " to the "low extraction, low emission, high use" If the coal enterprises in Inner Mongolia want to improve competitiveness and achieve sustainable development, developing circular economy is their inevitable choice.Firstly, the paper introduces the successful experience and enlightenment that the foreign coal companies have obtained in the development of circular economy. And proposes the necessity of developing circular economy in China form the angle of saving ecological environment, energy security and reducing the resources waste. Then take the coal enterprises in Inner Mongolia for example, the paper sum up the three cycles of developing circular economy from the micro-level, meso-level and macro level, propose the coal industry chain is an important support for developing circular economy. And take the YiMin Coal and Electricity Company for example, the paper analyze the economic, environmental and social benefits due to developing circular economy. Aimed at the problems which coal enterprises encounter in developing circular economy, including short chain, a larger proportion of small and medium enterprises, the less use of the market in the establishment of industrial parks and so on, the paper propose the constraints about on the developing circular economy of the coal enterprise. The size and funds of enterprises is the dominant factor to develop circular economy; Technology, on the one hand, be restricted by funds, on the other hand be restricting the development of the coal business; there are lack of a favorable external environment because policies and regulations are Inadequate; the paper also analyze the importance of recognizing the social responsibility of the enterprises by use of the theory of CSR, and note that developing circular economy not only can bring economic benefits, but also bring environmental and social benefits. Finally, the paper provides the countermeasures and suggestions to developing circular economy of enterprises, from the view of business, government and other social aspects.
