The Establishment Of HSE Performance Index System And Extended Research For Chinese Petrochemical Enterprises

As admittance legislation,HSEMS definitely plays an important part in petrochemical enterprises to reduce the accidents concerning environment, safe and health.Thus,the research on how to establish the HSE performance index system and measure the environment performance has the theoretical and practical significance.This paper introduced the general situation of HSEMS at home and abroad,and established HSE performance index system based on eco-efficiency and Occupational safety and health management systems (OSHMS).13 typical enterprises in Oil Refining Plate of SINOPEC were chosen to measure their eco-efficiency,with DEA model.According to Accident Pyramid Theory,a calculation formula of safe and health performance was derived,which is verified by the data of Shell.The innovation achievements and main conclusions of the paper are:1.Established the HSE performance index system of petrochemical industry.The system includes 2 parts,which are environment operation performance index and safe & health performance index,three grade indicators and 15 indexes.The system is considered to involve the main contents and has maneuverability in enterprises.2.Defined the conception of energy factor and environment factor of the environment operation performance,and studied the correlations among the eco-efficiency,energy factor and environment factor.3.Applied the DEA model to calculate eco-efficiency,verified the feasibility and accuracy through the analysis of the whole results and the comparison with the model enterprises,and came to the conclusion that the general environment performance of SINOPEC is optimistic,but the energy factor is low.4.According to the relationship between economic growth,energy consumption and environment pressure,the paper defined the conception of energy elasticity and environmental elasticity,summarized 4 development models,and our Petrochemical industry is in the transitional stage from the traditional model to the developed one.The conclusion of this paper provides a valuable reference for our petrochemical industry to develop the whole level of HSE management.
