According to the annual method of operation's report about power system of Shanghai, Jiangsu, Zhejiang and Beijing, author combines the truss structure of power system and the theory of the planning about domestic and international electric wire netting and the experience of planning. Through utilizing the situation to analyse to the electric wire netting grid structure , power overall arrangement , equipment in Beijing , Shanghai , Zhejiang. According to the plan of power system , the construction of power system, dispatching of power netwoks systematic organizational system , power system's delamination and subarea , etc; author makes a concrete analysis. Author puts forward own some opinion about power system delamination and distriction, and organic adjustment , power system's planning, and get some feasible suggestions. Through analysis of two kinds of schemes about adjusting the systematic organizational system of the dispatcher in Beijing, author proposes a kind of feasible scheme about adjusting the systematic organizational system of dispatching in power netwoks of Beijing.
