National Development and Reform Commission approved construction of the country's first million kilowatt wind power base at Jiuquan in April 2007. Since then, the wind power industry development in Gansu province by leaps and bounds. Domestic five largest power groups and other enterprises invested in the projects of wind power generation at Jiuquan. After the reform of electric power industry, power plants and power grid split their business. Company of Grid is responsible for the grid unified dispatching. After such large-scale wind power base concentrated completion, on one hand because of lack of communication with power grid, wind power access system supporting inadequate result in difficulties of connection with power grid. On the other hand wind power base away from Lanzhou and other load center, need strong grid support to transfer electricity. In addition, wind power is intermittent and instability, if generated output fluctuates in large scope, Power system will lose stability possibly. The construction of wind power base bring many huge challenges to grid dispatching, such as connection specification, dispatching management, the system stability, power peaking, reactive power and voltage adjustment and many other aspects.This thesis search on grid dispatching management of Gansu province in dealing with difficulties which come from large scale wind power, based on the practical application of management theory. It Analysis the shortcoming of original management mode which are not adapt to new energy industry pattern, and look for solutions. It put forward measures to solve the problems in some respects such as promoting the construction of grid, agreement standardization of wind power connect to grid, promoting the levels of technology of wind generator, improving technology management, strengthening the wind power prediction and enhancing wind power voltage management.There are many technical support systems in grid power dispatching, in order to resolve the problem of "Information Island", this paper proposes a scheme to construct unified data platform based on Enterprise Application Integration. Operation Management System is used to integrate various system multifarious data, collaborating information and processing business. OMS will provide overall and systematic information for dispatching management especial in the area of wind power management.There are many unprecedented risks come from large scale wind power access grid concentratedly. Power dispatching center must promote its ability to resist risks based on Risk Management theory. For the purpose of controlling risk and keeping safety and stability of the grid, Policy can be taken according to identification of risks and assess the risks. As dispatching management strategy of the first million kilowatt wind power base, this paper has certain reference to other power grid which will connect large-scale wind power also.
