With the economic globalization and sustainable development of our country, modernlogistics was becoming an important industryof China's national economyand a new growthpoint of economy. Constructing reasonable logistics platform was regard as a strategicmeasure to strengthen comprehensive competitiveness. Layout and programming of logisticssystem nodes became an important link in logistics rationalization and were studied from theangleofregionallogisticscenter.According to the current situation and existing problems in logistics system, bi-levelprogramming model of regional logistics system based on fuzzy c-means clustering wasestablished.On the basis of analyzing in regional logistics planning, the uncertainty was discussedmainly about the clients to select the logistics centers. Then the comprehensive evaluationindex was established. Integrated the method of fuzzyc-means clustering and the uncertaintychoice for logistics center, a selection model was established about clients pursuit generalizedcosts minimization. For the location of the logistics centers can not take any places, but alimited candidate, the client's uncertainty selection model was built on the fixed locationlogisticscenterunderfuzzyc-meansclustering.Based on the game analysis between the regional logistics center and clients, bi-levelprogramming model was established based on fuzzy c-means clustering. The upper modeldescribes the leader minimizing the system cost (fixed cost, operating cost and variable cost)andthelowermodeldescribestheuncertainchoiceoftheclients.Geneticalgorithmwasused.Thesimulationresultsprovethecorrectnessandfeasibilityofthetheoryandmethods.
