Inviting investmensts from overseas is the effective way to promote the rapid development of the local economy, local governments mostly are basically inviting investmensts from overseas in a big way. However, while the local governments are inviting investmensts from overseas, they also face many problems, such as: a waste of resources,low-level repeated construction,vicious competition and tension between local governments, even the occasion of the deteriorating situation.According to the competition of the inviting investmensts from overseas, there are a series of the Game relationship among local governments. This paper concludes predecessors' relevant research results, focusing on the the theoris of the Game relationship between China's local governments, and exploring the formation process of the Game relationship. Using the theory of "dynamic of competition & corperation Game model" to explore the background of the economical behaviors and the Game relationship between Suzhou and Shanghai, to explore the Game results and face problems between the two places, then constructs a new path for this mode of foreign investment and coordination between the Games. Suzhou and Shanghai both belong to the "Yangtze River district" economic area, with the fast speed of economic development,the special geographical location and closely linked economic development. Therefore, the results of comparative analysis of the regional economic is positively meanful to improve regional intergovernment. The main writing methrods of this paper is: summarizing,comparative analysis and listing relative examples as the main methods of proof.
