With the increasing development in Chinese infrastructure industry and real estate industry, the appearance of abundant properties and various modes of project development and operation makes that the theory of facilities management can be put in practice fully. Facing with fierce competition, project begins to be one of important methods for organization's value realization. The project life cycle management, as one of research focuses and future development direction, has been paid emphasis on the integration of phases of project development, project management and facilities management. Facility Management, whose impact on project life cycle and operation phase is not clear, however, is short of plain clarification,. The research on facilities management, therefore, is of great importance.The theories of value management, project life cycle management, value chain, blue sea strategy and case analysis are used for the systematic research on facilities management. Firstly, the definition, features, service scope, main problems concerned and procurement of FM are analyzed through plentiful literature review from both scholars and associations. A preliminary frame of facility management is formed through Hall model. Based on that organization's value realization is made up of value before project delivery and operation value, the emphasis of FM information on every project phases is referred after in-depth analysis of impact of FM on project life cycle value realization, which is promoted by value management and life cycle management. After the project delivery, the impact of FM on the integration of organization's strategy and daily operation management is analyzed and the value of organization can be improved effectively through FM. Besides, the performance measuring of Facility Management should relate to business outcomes, other than FM per se. There are different key areas for the organizations in different environment. At last, the theory of FM is applied for the operational management in Tianjin transportation hub.
