Study Of Compensation And Re-employment For Laid-off Workers After Combination, Shaanxi Province

Shaanxi province carried out a policy called combination which merged the basic livelihood guarantee system of laid-off workers from state-owned enterprises into the unemployment insurance system (hereinafter referred to as the combination) in the year 2005. During the combination process, in accordance with the central and provincial government deployment, all cities and relevant departments of the province organized meticulously and basically completed this work. They adopt the measurement of handling labor relations properly and Timely continuing social insurance relations. In 2006, all the laid-off workers belonging to re-employment centers flow into society. The combination is basically achieved. Laid-off workers become a particular product when the social security system has not been perfect.As a direct actor of this work, the author firstly recall the status of combination in Shaanxi Province and proposes the suggestion that relations between laid off workers and government will never be terminated though their relations with enterprises breaking off. Secondly the author points out the problems after combination and recalls the theory of re-employment and urban poverty as the basis of this study. Lastly, in order to improve pension and medical insurance fee levels of '4050' workers and promote the re-employment, some measurement of increasing financial input and establishing the laid-off workers compensation mechanism independently of the enterprises are adopted. These measurements mainly focus on the re-employment and training for re-employment aiming at raising employment skills. All the works stand on the starting point and end-result of combination which change from protecting living to promoting employmentIn a word, as the vulnerable groups of society, laid-off workers has made a great sacrifice for the reform of state-owned enterprises. After combination, their incomes level directly relate to living standard and whether they can enjoy the fruits of social development. Based on much investigations and studies, this paper is intended to solve the problem and contradictions after combination. Marginalization about laid off workers kicked off from enterprises should also be avoided or they will be poverty-stricken population in urban. The conclusion in this study is helpful to improve combination in Shaanxi province, enhance the effect of this work and maintain social stability. Meanwhile it is meaningful to other provinces which implement the work of combination.
