The word of "Laid-off workers" originated in the1990s. With the advance of the State-owned enterprise reform program of the State Council, a large number of workers have left their jobs and become unemployed. Since then,"laid-off workers" has become a hot word and entered people’s field of vision. The re-employment of laid-off workers has also begun to become a hot issue of social concern. Workers are laid off, which means they leave their jobs and have no source of income; the stress of life forces them to be re-employed. However, things go contrary to their wishes; the re-employment of a considerable portion of laid-off workers does not go smoothly, and the proper settlement of laid-off workers’ re-employment is related to social harmony and stability. Thus, both the government and society attach great importance to the issue of laid-off workers’ re-employment.This thesis sorts out the governmental and non-governmental social capital owned by laid-off workers, and draws a conclusion that the social capital obtained by laid-off workers is relatively insufficient. This paper systematically investigates the application of the social capital in the process of laid-off workers’re-employment, empirically analyzes the influence of the social capital on the realization of re-employment, and draws the following conclusions-the social capital of laid-off workers has significant impact on their re-employment and proper use of social capital has a positive effect on employment.Finally, this paper puts forward the following8pieces of advice on how to promote the re-employment of laid-off workers based on the research conclusions:1. Strengthen psychological counseling and enhance social self-confidence;2. Adjust the industrial structure and create more jobs;3. Perfect social security system and improve the protection level;4.Strengthen labor market construction and build efficient employment service platform;5.Enhance employment regulation and safeguard the legitimate rights and interests of laid-off workers;6. Lead laid-off workers to establish correct employment values;7. Lay emphasis on skills training and broaden employment channels;8.Provide good employment assistance and focus on supporting employment disadvantageous groups.
