In recent years, a great upsurge of constructing logistics center appears in China. Encouraged by the local governments' policy, some industries such as foreign trade, traffic, material, post are doing logistics plan and construction themselves separately. This results in the repeated, excessive, blind construction of logistics fundamental facilities in some regions, wastes significant investments and deteriorates the development and investment environment of regional logistics. The key to this problem is reasonable regional logistics plan which can avoid constructing unnecessary logistics center and also improve the logistics center operation.Now, about the logistics center location, an important part of regional logistics plan, the theory research and practical application tend to be mature, but the type difference and service object division are not taken into account in the existed research about the logistics center location, and this deviates from the reality of regional logistics plan.In this paper, a new issue named the logistics center division and location problem is put forward and some related research about it is done. This problem is based on the logistics center location plan, combined with logistics demand structure and distribution situation, considers the logistics demand's multi-type characteristics and the differences between the objects of logistics center, takes the logistics demand distribution and logistics facilities plan into account together.This paper has three parts. The first part includes Chapter One, Chapter Two and Chapter Three, mainly about the research background and significance as well as the basic knowledge of logistics center, logistics center location etc. The second part includes Chapter Four, in this part, from the angle of service range and object, logistics center division optimal problem is studied: two methods that determine the logistics center service range is concluded, and an improved P-median model method is designed to optimize the logistics service object. The third part includes Chapter Five, Chapter Six and Chapter Seven, in the part, the logistics center division and location plan is reasonably summarized as well as its related costs are analyzed, and combined with bi-level model method, the bi-level model characteristic of the logistics center division and location plan is discussed, and the logistics center division and location bi-level model is established, and a solution algorithm based on simulated annealing algorithm is designed, and with C# language this solution algorithm is realized, and through a numerical example and analyzing its results, it proves that the model proposed in the paper is reasonable and the solution algorithm is efficient.
