The Research On The Development Mode Of Xinjiang Chlor-alkali Industry For Circular Economy

The chlor-alkali industry is an important basic raw materials industry of our national economy. And it is also an traditional industry of resource conversion. At present,because the extensive economic growth mode has unchanged,rapid development of chlor-alkali industry still depend on input and the consumption of resources which are all very high. The environmental problems and the bottleneck problem of resources is increasingly outstanding.The chlor-alkali industry is the one of major industries in Xinjiang chemical industrial fields,but the high level of consumption,discharging waste and poor sustainable development capacity put great pressure on environment and resources. Although Xinjiang Province abounds in natural resources,the Oasis Eco-environment is fragile. The chlor-alkali industry of Xinjiang can not adopt the traditional industrialization model which take on character of resources dependence. The circular economy development pattern is an effective way of promoting the development of Xinjiang chlor-alkali industry to clean and green. Meanwhile,promoting circular economy is a Green Strategy on walking New Industrialization Road and achieving Xinjiang economy develop steadily. Therefore,how to build a development pattern of Xinjiang chlor-alkali industry based on circular economy and realize sustainable development is an important subject.This article takes technical route from theoretical analysis to empirical study starting from the development process of chlor-alkali industry and analyzes the pressure of resources and environment which caused by the rapid development of chlor-alkali industry. According to practical situation of Xinjiang,this paper studies and analyzes currently status of development about circular economy within Xinjiang chlor-alkali industry by using SWOT model. On the basis of SWOT analysis,the opportunities,threats,advantages and disadvantages for the development of Xinjiang chlor-alkali industry are evaluated. Then,combined with practice of enterprises,it structures the circular economy development model of the chlor-alkali industry from two respects that the chlor-alkali enterprises carry out cleaner production by the clean production technology as the main method in microcosmic aspect and builds circular chlor-alkali eco-industry park on external relationship of enterprise. Finally, based on the above analysis,puts forward some advises about developing of chlor-alkali circular economy in Xinjiang .The substantial evidence takes Zhong Tai Chemical Limited Corporation as an example which located in Mi–Dong area. In view of the features being a large enterprise,carrying out cleaner production and developing circular economy for the enterprise internal and taking recycling copper Eco-Industrial Park construction as the central task,the concrete practicing method of the circular economy developing mode for chlor-alkali industry is explained in detail. Besides,the technical support of key projects with economic benefit is analyzed. In the end,the paper puts forward guarantee measures and opinions to develop enterprise circular economy.
