Study On The Chinese Government Regulation Of Food Safety

Food Safety regulation is defined as an activity, which all levels of government regulate food raw materials and action of enterprises and individuals, such as food production, processing, circulation, sales and so on, through formulating rules and regulations, setting licensing approval and determining food safety standards. The main purpose of food safety regulation is to provide consumers with assured food, to protect the interests of consumers and safeguard public health and safety.The paper is divided four parts:In the first part, the author elaborates the necessity and importance of food safety regulation. On the basis of introducing the concept of regulation, classification and nature, the author proposes that the government regulation is the necessary measure that makes up the food market malfunctionIn the second part, the author analyzes the existing problems and the reasons of government regulation of Chinese food security .There are some problems existing in multi-thread regulation, imperfect of the laws and regulations system, the backwardness of examination technology and the equipment, imperfect of the regulation standard system, immature of the food safe emergency mechanism and so on. The main reason for the above problems is that related regulation department have a weak sense of responsibility and its regulation experience is deficient, regulation system exists flaw and so on.In the third part, the author elaborates the developed country's regulation experience of food safety and enlightenment on ours. The developed country has the united and independent regulatory agencies, sound laws and regulations, higher technical standard and the standard of security as well as the mature regulatory methods and the procedure.In the fourth part, the author proposes the measures of promoting our country food safe regulatory ability, including nutrition of the food safety regulation body, improvement of the related laws and regulations, innovative regulation way, standardization of regulation procedures, improvement food safety emergency regulation mechanism and so on.
