A Study On The Causes And Countermeasures Of The Existing Problems In China's Fisheries Development

China's fishing industry is an important component of agriculture. For a long time, the fishing industry have played a significant role in ensuring food security, providing employment opportunities and foreign exchange. However, overfishing of the resource decay, pollution aggravate the deterioration of the ecological environment, have seriously hampered the healthy development of China's fishing industry. Our country fishery growth way realized successfully transformed primarily from fishing for to the cultivation first historicity primarily, at present was occupying in the top digit beginning which second time transformed. Under the restraints of resources and environment,how to develope the fishing industry, how to get rid of the recession of resources and the environmental deterioration influence. In such a higher starting point, there are many difficulties, heavier tasks in the new period. How to develop high production, high quality, highly effective, ecology, safe modern fishery; How to realize the fishery and the fishing district economy comprehensive, coordinated, the sustainable development. At present, having a clear understanding of China's development of the fishing industry facing major problems, accurately identifying the root,and then proposeing the science reasonable development countermeasure target-oriented, have becoming an urgent and essential research subject.Based on the existing research,this paper have using grey correlation analysis and other methods, to analysis in-depth development of China's fishing industry, suming up four aspects of China's fishing industry with the developed countries in different characteristics, natural conditions, practitioners, government and the market, fisheries management,and suming up five aspects of China's development of the fishing industry characteristics,the overall production capacity, the industrial structure ,overall function, scientific and technological progress, internationalization. Simultaneously, grasping the development of the situation at home and abroad, we summed up some good international and domestic opportunities conditions of China's fishing industry. Next, based on system viewpoint, we optimize the combine fishing industry, aquaculture industry and processing industry,which is isolated elements in the existing research, and explaine the question which our fishery development faces from six aspects, resources, environment, production, circulation, recreation, trade. Then, using property right theory, we analysis the major issues all-round and profoundly, propose unclear property rights is the root of the problem, imperfect laws and regulations, imperfect supporting system and management system is specific reasons. Finally, from the United States, Japan, Norway fisheries development experience, we put forword some countermeasures to achieve China's fishing industry's fastly development,perfect laws and regulations, readjustment of the industrial structure, breakthrough of technological in the fishing industry, improving the conservation repair system ,and promotion of fisheries and other aspects of international resources, under the restraints of resources and environment.
