With the arrival of the era of the knowledge-based economy, creativity is one of the most important factors for development. Of course, a company wants to exist and develop, creativity on its products is the only way. However, knowledge is kept in the body and researchers are the main bodies in the researching activity, so researchers are the source of company's creativity power. How to keep and encourage the excellent researchers is a key problem for a company, which is the decisive factor for the success of researching activity. Nowadays, the managing logic in the business is that competitiveness between companies is market which is decided by product, management and technology competitiveness which is decided by talents decide the product competitiveness. Successful management should encourage the talents effectively by stimulating their enthusiasm, training their thought and consciousness, more importantly, regard talents as precious resource for company's further development.The key point for encouragement is to find the correct way paying the labor or worker. Property rights is one of the richest concepts; economists indicate that property rights is the most efficient and sustaining method during the discussion of the property's effectiveness. Property rights is a trail of rights including possession, rights for usage and dispose, earning power which is the core right. The property rights owner can acquire earning which makes the distribution of property rights a efficient encouraging way. Putting the property rights dualism mechanism into practice not only conforms to the economic development trend but also is a effective method encouraging and stimulating the talents majoring in research.
