In essence, the property rights define a series of interests' relationship among different persons or companies, and give a kind of necessary constraint on the self-interest individuals. The property rights are very important to the economy development. Only when the property rights are properly protected, market exchange can take place in a more and more wide range. People employ the government to define and protect the property rights. However, the government sometimes betrays the roles and violates the property rights. This phenomenon is very common especially in transition economy. And it is extremely necessary to make a related research on the property rights protection mechanism.The purpose of this thesis is to study the problems of property rights protection, mainly from the aspect of local government in the economic transition process, and then provide some measures to improve property rights protection and further promotes economy development and social harmony. Undoubtedly, significant progress has been achieved in the advancement of property rights protection. However, for many the results fall short of expectations. After a logical and overall analysis, the author finds that the variation of property rights protection of the local government is born in the special-oriented incentive mechanism and the imbalance in the allocation of power. What is more, many social conflicts are highly related to the variation of property rights protection mechanism.The main innovation lies in the following points. Firstly, describing the characteristics of the incentive mechanisms for local governments and the power allocation in the economic transition period. Secondly, explaining the inner-relationship among the incentive mechanism, the allocation of power and property rights protection mechanisms. Thirdly, the author tries to understand the interest conflicts and social contradictions from the view of the variation of the property rights protection mechanism. Fourthly, to define the boundary of local government's property rights by reforming the incentive mechanism and the distribution of power and through the implementation of the citizens' ownership of property. This is the bottlenecks and also the important breakthrough points of the deeper reform of property rights.
