Various stages affect the construction cost differently, of which investment decision stage plays the most role in the construction cost, for it contributes 80~90 percent of the effect. And the design stage contributes over 75 percent of the effect to the construction cost. Construction stage contributes only 5~ 25 percent. Obviously it is very significant to focus on the investment decision stage and the design stage to control the construction cost before construction.This thesis takes the investment decision stage and the design stage as researching objects to control the cost. On basis of abundance documents about management and control to investment in development projects, the main contents of the article are as following:1.On the base of the construction cost management'theory, introducing meanings of construction cost; According to the analysis and comporision of construction cost from home and abroad, the main influence factors of the construction cost are proposed2. At the basis of researching the construction owner risk rationale, in the risk evaluation, the optimizatio models of multi-target are proposed according to entropy theory, then by means of the an example that entropy theory'fuction is furthermore explained in the risk evaluation. At last the article proposes the thought on highway project owner risk management and the measure of dealing with this kind of risk3. The improved value engineering method is utilized for the first time in the optimization of the highway design plan. On the foundation of analyzing the principle and utilization steps to this method, this method's control function to the design stage investment is explained by the example...
