Whole Process Cost Consultation is commissioned by the client,applying knowledge and techniques of engineering cost management to manage cost in each phases of the construction project.Engineering cost management covers all stages of a construction project,including decision-making,design,procurement,construction and completion.According to the relevant laws and regulations of the state and the relevant measurement and pricing regulations published by the construction administrative department,the project cost results documents of each stage are prepared to objectively and reasonably reflect the construction cost of each stage.Engineering cost management aims to effectively control engineering cost in construction projects,as well as to reduce investment deviation and risks during the entire project lifecycle.From the perspective of practical work,this paper defines the processes of whole process cost consultation including decision-making,design,procurement,construction and completion.By analysing the content of whole process cost consultation for construction project,this paper defines the main content of consultation is that:for briefing stage,producing and auditing investment estimation;for design stage,producing and auditing design estimation(including total project estimation,single project estimation,unit project estimation),design comparison,and optimisation;for procurement stage,producing and auditing bill of quantities for bidding,and controlled bidding price;for construction stage,is reviewing contract,communicating intents,paying and auditing project payments,and auditing contract price;for completion stage,producing and auditing final account for completed project.This paper takes a particular housing project as an example to analyse the problems in whole process cost consultation.Based on the principles of science,fairness and justice,this paper proposes that the implementation of the construction project cost consulting service should integrate the organization,communication and service,and guarantee measures,and then establish a complete system of the whole process cost consulting service.Moreover,it is believed that the whole process cost consulting should implement the project responsibility system,and select the competent personnel to form the whole process cost consulting group,and the business technology backbone with relevant consulting business experience should be appointed as the project leader.In addition,a project consulting leading group should also be established at the company level.The leading group,composed of the company's engineering cost consulting business leader and main technical leaders,is responsible for coordination and communication with relevant parties,and to comprehensively guide and supervise the whole process cost consulting work of the project,and ensure the quality of cost consulting services throughout the construction project.
