The unceasing development of market economy and the acceleration of the international progress put forward new requirement for Modern Enterprise about responsibility to employees. The enterprises' participating in market competition is already no longer only depend on the goods and materials capital that enterprises have, but at first lie in whether they have high-quality talents. And to keep talents, enterprises need performing responsibility to employees. Some of the enterprises who by means of profit regard increasing employees' rights as decreasing enterprises' benefit and neglect legal protection of human rights, so that deteriorate labor-capital relationship and bring about serious and unfavorable impact on the stabilization of the society. Constructing a harmonious society needs each subsystem of the whole society give full cooperation, so harmony inside enterprise is the factor influences the construction of a harmonious society? Researching an enterprise with accountability to employees, what responsibility content it needs to face is analyzing one problem of the enterprise with responsibility to employees, and paying attention to the influence of the enterprise's external environment on the enterprise with responsibility to employees, providing the recognitions between time and space.This article analyzes the historical changes of enterprise with responsibility to employees and the developing trend of foreign enterprise with responsibility to employees beginning with the development process of enterprise with responsibility to employees, then to analyze the "it ought to be" and the "it is" of enterprise with responsibility to employees from the enterprise's actual business process, then to find out the existing problems. With the gradual establishment of market economy, most of the enterprises are still heavy interest-light morality. Misplacement of enterprise's view of Honor and Profits leads to lack of employees' "people-oriented" humane care in the process of enterprises' production and marketing, and enterprises can not create conditions for employees' development by the base of understand and deference. When employees' interests have been damaged, the Union Organizations can not capable for maintaining employees' interests. There exist many problems in strengthening the power of support to responsible enterprise under the enterprises' real external environment. The internal and external environment of the enterprise influence the training and establishing the enterprises' responsibility view. Therefore, in order to improve this situation, fostering the enterprises' responsibility to employees must be from the following aspect: Firstly, to cultivate the enterprise ethics value concept of symbiosis between Honor and Profits. Secondly, to perfect the judicial guarantee system and union system. Thirdly, to establish external environment that supports the responsible enterprise.
