The enterprise clusters'core capacity is the original source of its competition advantage, and the latter is the representation of the former. At present, there are a lot of researches on the enterprise's core capacity while seldom concerning enterprise clusters'core capacity and the angle of research is also limited.All those can be called as resources as long as they can influence the value of an enterprise potentially or practically. In a broad sense, resource means narrow resource, knowledge and enterprise competence. Resource is the basis of the growth of the enterprise clusters and it's also the basis of the form and development of the enterprise clusters'core capacity. Based on the angle of resources begins with the enterprise clusters'character, this article analyzes the problems such as why the enterprises use the way of cluster growth? At last, some suggestions on end genetic growth of enterprise clusters in China are proposed based on their present situation and angle of resources by discovering the problems. Enterprise cluster can get-together is not because of the inducement of exterior strength but as a result of intrinsic need as productive self-organization to improve production operation efficiency and enhance competitive advantage. Therefore this research stands firmly in enterprise's angle, inspects growth causation mechanism from mutual relation and reciprocity between the enterprises'interior based on resources, take the clusters and enterprises in them as enhancement organization which are self-strengthening, self-growth, self-fission and self-evolution, constructs the mutual action mechanism in the market mechanism, organization mechanism and social mechanism, constructs the fountainhead of competitive advantage in the unique resource superiority and mechanism.This is the inner logic that the enterprise clusters'endogenetic growth is based on resources. And it constructs enterprise clusters'growth dynamic model and the growth boundary model, proposes the regeneration time concept, and carries on the historical analysis to the evolved way from the angle of resources. In conclusion, this article mainly discusses that the formation of the enterprise clusters'core capacity is based on resource and then it constructs the model. The enterprises clusters'strategic resources translate into core capacity through endogenetic and outside motivation mechanisms. Besides, on the basis of resource, it can construct dynamic core capacity and overcomes the disadvantages of the rigidity of core capacity. Then the competition advantage can last long and eventually translates into the value of the customers.
