In the past two or three decades, small and medium enterprises has made rapid developmentwith the opportunity of domestic policy of reform and opening up, high- growth market opportunityand advantage of low cost factors of production, many parts of the gradual formation of adistinctive regional characteristics of endogenous c lusters, which has made outstandingcontributions for local economic development. However, in recent years, especially after the globa lfinancial crisis, these companies are experiencing rising domestic labor costs, weak internationalmarkets, global trade and the challenge of green barriers, a considerable part of the cluster businessis experiencing varying degrees of crisis. Endogenous clusters enterprises how to face thepost-crisis era and obtain competitive advantage in brutal competition in the global market hasbecome the most talked about economic issues.The core business as focus companies of cluster grow up slowly, its growth path and themechanism is worth to learn by other companies from the cluster. Some of these core business hasgrown into a large multinational companies, the strategic actions they have taken far beyond thescope of the local concentration of clusters, and even led by their gathering to break the localcharacteristics of the strategic network, obviously, this current new phenomena is no longer canaccommodated and loaded by the "cluster" concept or "clusters" of this theoretical framework.In view of this, this paper studied this important issue use the system theoretical research, casestudies and empirical methods. This article includes four parts: the first part is introduction,including the main purpose and significance of the study, to define research questions and thecontent of articles and propose a detailed research framework and technology roadmap; second partis a literature review, proposed model and established assume. this part is the core of the article,extracted primary factors which impact of cluster core competitive advantage through theoreticalreview, combined with the embedded network analysis methods to build models; third part is theanalysis of empirical research results and methods, through statistical analysis of questionnairesdata, conclude the quantitative relationship between the core business of embedded multi- layernetwork and resource access and competitive advantage; Part IV is Conclusion and outlook,summarize the conclusions of empirical research, and provide comments and suggestions.This main conclusion is that local production networks, domestic innovation networks, andinternational marketing network of the core business significantly affected competitive advantage,significantly higher than other networks; innovative resources for competitive advantage ofsignificantly higher than the market and productive resources . Combination of the above conclusions, the most important innovation of this article is: Fromthe perspective of multi- layer network to divide grow space of the core business, came to the mostimportant factors which affect the core enterprise resource and competitive advantage acquisition,provided a theoretical basis and reference for the development of business clusters.
