| Inner Mongolia Autonomous Region, as the relatively backward area in the economic and social development and in order to reach the target of overall well-off proposed by the Central Party Committee in 2020, will have to speed up its development from now on and will strive vigorously to have the yearly GDP average increased by more than 13% in the period of the 11th five year plan. Based on its own characteristics, the Autonomous Region determines six industries including energy, chemical, metallurgy, livestock product processing, equipment manufacture and high & new technology industry as its supporting industries of priority . Among them the energy, chemical and metallurgy industry have a big demand of the electric power. Generally speaking, the industry structure of the Autonomous Region takes the heavy and energy resources industries as its mainstay, the power consumption of the unit production of the industry is quite high and the elasticity factor of the power is bigger than 1. As the industrialization process is being at the starting stage, the proportion of the industries in the national economy and the bring-along function of the industrial growth to the national economy are increasing gradually, therefore, the future power elasticity factor will maintain above 1 for a long time, the increase rate of the power demand will be higher than the increase rate of the national economy .Based on carefully examination and scientific foresight on the development situation and prospects of Inner Mongolian economic society, the author thinks that, Inner Mongolia Autonomous Region has much prominent superiorities of coal resources, land resource, water resources, geographical condition, environment situation and power transmission channel; that is to say there are quite ideal conditions for power industry. Based on the present situation of the power industry development in our Region, we made the preliminary judgment that for the next few years the power industry in our Region is supposed to persist in the overall thoughts of increasing power supplies, speeding up network construction and enlarging power demands; according to the principle of developing circulation economy, saving resources and improving power generation efficiency, we construct with priority large-scale pit mouth, street intersection thermal power units and municipal thermo power units, restraint on small power projects; positively search for new demands, encourage to develop coal and power combined units of high loads, encourage to develop comprehensive utilization of resources for power generation ,wind power, other new energy resources and renewable energy resources for power generation, promote clean coal combustion technology , speed up fundamental construction of the power industry, strengthen the power network construction and transformation between cities and countryside, quicken the channel construction of"supply power to the east from the west", enable the power industry in our Region develop soundly and rapidly.The innovation points in this article are as follows: 1st, the judgment has been made on the situation and the industry development trend which are faced to the Inner Mongolia electric power industry development; 2nd, scientific method has been used to have made a more scientific forecast on power demands for Inner Mongolia in the"11th five year"period; 3rd, based on geographical condition and resources superiority in Inner Mongolia Autonomous Region , we proposed that Inner Mongolia will become the power supply base for North China and the northeast area ; 4th, many kinds of power transmission plans are proposed according to the development trend of Inner Mongolia electric power industry and the surplus problem of the installed capacity which will occur in"11thFive Year"Plan period . |
