Recent years, urban rail transport of construction in China is coming. More than 20 big cities are constructing or planning their rail transport. Subway project will be one of the most important infrastructure investments in a long time. The paper suggested the management methods of vehicle procurement and project procurement of subway program on the base of the subway program bidding speciality and analysed vehicle procurement and project procurement of Tianjin Subway line No1 in detail.In the process of vehicle procurement, it suggested bidding and bid evaluation should assess bidders if they are accord with the bids documents and the cost, quality, function of the vehicles, and so on.In the process of project procurement, firstly, the qualification of the bidders should be checked; then comes the bid evaluation. There are preliminary evaluation and detailed evalution. At last, the Commission complet an "integrated assessment of comparative table", with the bidder bids, made by any amendment, business deviation of the adjustment, the adjustment of technical error, the assessment and evaluation of each element of the final bid results.
