A Research On Bidding Evaluation Of Procurement Logistics Project

With the process of global economic integration accelerating, logistics has become a hot issue in the economic activities after we come into the21st century. Procurement logistics is a starting point and an important step for an enterprise’s logistics. To insure the enterprise’s logistic operation effectively, we must strengthen and pay attention to the management of Procurement logistics, make the procurement decision systematically and consider the cost of each link, so as to control the Procurement cost effectively. The study of bidding mostly concentrated in the construction field so far, and procurement logistics bidding research is almost blank. The thesis puts forward a set of complete tender template for the purpose of making enterprise procurement logistics bidding form and method standardize, and to reduce the cost of enterprise.Firstly, on the basis of explaining the concept of Procurement logistics, we are familiar with the characteristics of procurement logistics. According to the characteristics, we propose that procurement logistics needs to be improved in such directions:forecasting demand accurately and controlling inventory reasonable. And the thesis introduces JIT Procurement, two basic purchasing ways:tender and non-tender procurement. Secondly, for the bidding, we explain the Procurement bidding procedures and several methods:single-source procurement, inquiry procurement, selective bidding, two-stage bidding, negotiation procurement, seeking advice procurement and competitive bidding purchasing. Thirdly, we introduce the basic tender template of Procurement logistics, puts forward the existing problems of tender and suggestion for improving. Then, we explain bid evaluation principal, procedures and methods, the methods include comprehensive appraisal method and individual appraisal method. Finally, according to the deficiency of the above evaluation method, I establish a fuzzy comprehensive evaluation of multi-objective group decision, which is applied to specific engineering example to pick the winning bidder. In a word, we have an innovation on the method of procurement logistics bidding, and then put forward the places where should be refined and improved for the fuzzy comprehensive evaluation of multi-objective group decision.
