Research On Expanding The Imposition Range Of Social Insurance Coverage

Expanding the area of social Insurance into every kind of enterprise with different systems of ownership is not only the fixed goal of constructing the system of Social Insurance, but also the inexorable trend of socio-economic development. Along with the socialist market-oriented economy improving, non-public ownership economy has been developed at high-speed, and has become an important part of Chinese national economy. However, it has not been solved effectively that the non-public ownership enterprises join into Social Insurance at low rate. The article demonstrates the request of non-public ownership enterprises to join into Social Insurance from the point of microeconomics, and analyses the difficulties in expanding the rage of fund imposition by the way of positive analysis, comparative research, qualitative analysis and quantitive analysis. And the article also discusses the government's function of regulation and control, and the lack of policy from the view of macro-economics.First, discuss the characters of Social Insurance as pre-public property and the function orientation of the government, and concludes the significance of expanding the rage of the fund imposition by analyzing the statues of covering and finance of social Insurance.Second, analyze the important objects in expanding the covering range of the fund imposition, namely the characters of the colonies from privately owned enterprises, individual ownership small enterprises and the casual labour.
