With the reform and development of the social insurance system in China, people’s demand for social insurance services is increasing. Particularly in recent years, the government pays more and more attention to ensuring and improving people’s livelihood. It requires social insurance agencies do more and better. The study on ability construction of social insurance agency has become a hot issue. At the same time, under the influence of new public management movement in the developed countries, our country hopes to build an efficient and service-oriented government. In this context, there are two ways to improve service ability. On the one hand, we need to strengthen the ability of social insurance agencies. On the other hand, we can build a more effective way to provide services. Based on the second way, this paper discusses how to apply public-private partnerships to supply social insurance management services in China and tries to support it in theory.The problem which this paper eventually hopes to solve is how to apply public-private partnerships to supply social insurance management services successfully in China. It has four parts and discusses four questions in this paper. They are "whether need to apply","could be applied","how to successfully apply" and "a case study ".First, study on whether need to apply public-private partnerships to supply social insurance management services in China. There are following two reasons for us to make the choice. On the one hand, we need to build a service-oriented government and transform the government’s functions and roles. On the other hand, the service ability of social insurance agencies is insufficient now in our country.Second, study on could public-private partnerships be applied to supply social insurance management services in China. I also analysis it from two points of view. On the one hand, I introduce the concept and characteristics of public-private partnerships, and then analysis the advantages of public-private partnerships. On the other hand, I analysis the application constraint conditions, including institutional factors, economic factors and environmental factors.Third, study on how to successfully apply public-private partnerships to supply social insurance management services in China. It is the most important part of this paper. This part analyzes the principles and steps of model construction in details. The five important principles are to protect the interests of beneficiaries, equal competition, mutual trust, risk sharing, encouragement and support. The construction steps in turn are: to determine the cooperation projects, select the subject of cooperation, choose the way of cooperation, improve the supervision mechanism, and establish performance evaluation system.In the last part, this paper introduces a case study about deyang pilot project through interview and questionnaire survey research methods. The case study includes three parts. First, it made the performance evaluation index system of deyang pilot project in theory. Second, the author made a performance evaluation about Farmers’ satisfaction. Third, I Summarized the problems in deyang pilot project and give five countermeasures and Suggestions.Public-private partnerships have been maturely applied in the supply of public products and services in many fields in China. But it is still a new way in supply of social insurance management services. Neither deyang nor Zhanjiang pilot project has spread across the country successfully. Though there are many obstacles in real life, theoretical discussion is the forerunner of the practical application. So it’s expected that this paper could provide a support and action path for applying public-private partnerships to supply social insurance management services in China.
