| This paper is a sub scientific research result of major projects of software science Technology Department in Shandong Province in 2004.Shandong Provincial Party Committee and government put forward the development idea that 30 developed counties help to support the 30 undeveloped ones, therefore we need to study this technological innovation system. Document searches show that the science and technology innovation system research of these counties is almost a blank area. Therefore, this research is only groping and tentative to build the innovation system.The paper is divided into six chapters as follows:Chapter 1 is the introduction; we introduced the topic sources, topics background and the framework.Chapter 2 used data envelopment analysis and gray correlation analysis to study the relationship between economic development and technology system in Shandong Province quantitatively. We found that although a major economic province, but not a technology and innovation province. Then we drew the important conclusion that Shandong should strengthen scientific and technological innovation system.Chapter 3 make the theoretical research of innovative and innovation system, and summed up the principle, method and system elements of building innovation system.Chapter 4 studied science and technology innovation system in the County of Shandong Province on the basis of sustainable development. Bring forward the concept of establishing green scientific and technological innovation system.Chapter 5 studied how to make for the green technology innovation until developed counties, build a framework system of green scientific and technological innovation under the guidance of new farmer thinking, and then summarized four county innovative models of green agriculture, Green industries, green urban building, green consumerism to support that innovative system can be realized.Chapter 6 summarized and put forward three created policy proposals. |
