A Study Of Regional Competence Of Ha-Da-Qi Industry Corridor

In the beginning of this century, with world wide hi-tech revolution, economy globalization, and the deep development of reform and opening-up in China, revitalizing the old industry base in north-east China was posed. Heilongjiang province, as a main part of the old industry base, put forward"Ha-Da-Qi industry corridor construction project"(which is called Industry Corridor hereafter) in the end of 2005 as the core project to rejuvenate the industry development in the province.Taking the chance of Industry Corridor construction, the paper, with theoretical and empirical study, discussed how to fully use its strengths, and develop sustainable, unique and inner competence, in order to successfully exist in the sharp market competition. First, the literatures about regional competence were reviewed, and the limitation of over emphasizing quantitative methods in the past researches was pointed out. Second, the basic theory and evaluating models of regional competence were introduced, and the model and index used in this paper were selected, then a brief introduction of the Industry Corridor was given. Third, according to the selected model and index, which were composed by three main indexes (core competence, basis competence and environment competence) and eighty branch indexes (economy strength, industry competence, science and technology competence, infrastructure competence, quality of population, finance competence, government efficiency and internationalization), the paper analyzed regional competence of the Industry Corridor, and pointed out the main problem which hindered regional competence. Last, the solutions of promoting regional competence in the Industry Corridor, which considered the characters of the region, were given. And the solutions were developed from the perspectives of industry development, innovation, infrastructure construction, regional culture cultivation, finance service, government efficiency and developing open-up economy.
