Study On Cooperative Mechanism Between Local Governments In The Construction Of Harbin-Daqing-Qiqihar Industry Corridor

The unification of regional economy refers to the intrinsic link in accordance with the natural geographical, through the regional division of labor and collaboration, reaching the factors of production free flow in the region, thus realize coordinate development of regional economic and dynamic process of the unification. However, the economic characteristics of China administrative divisions is obvious, breaking the implementation of administrative divisions, in order to reach the unification of regional economy is also the inevitable demand of china economic and social development. From a practical point of view, our country is effected long-term by the planned economy, the unification of regional economy is still in its initial stage, cooperation between local governments is also still in the exploratory stage. From a theoretical point of view, the research about the unification of regional economy, especially the research which the unification of regional economy based on cooperative mechanisms of local governments is still rare. Therefore, study the innovation of cooperative mechanism between local governments in the construction of Harbin-Daqing-Qiqihar industry corridor as the proposition not only has a certain theoretical value, but also has some practical guiding significance.In this paper,"Harbin-Daqing-Qiqihar industry corridor"as the background, the unification of regional economy as the goal, cooperative mechanisms of local governments as the research object and through the introduction about home and abroad the summary of relevant research and related basic theories. First of all, I analyze that cooperative mechanism between local governments in the construction of Harbin-Daqing-Qiqihar industry corridor have the current situation and exist problems. Secondly, making definite the objective and principles of the unification of regional economy, according to set up the organization and coordination, information communication, coordination of benefits, assessment incentive and supervision in order to design cooperative mechanism between local governments in the construction of Harbin-Daqing-Qiqihar industry corridor. Finally, according to establish the concept of the unification of regional economy, strengthen theoretical study, draw on practical experience at home and abroad and transform government functions and other measures, I set up some measures to implement cooperative mechanism between local governments in the construction of Harbin-Daqing-Qiqihar industry corridor.
