Research On The Countermeasures For New Country Construction In SuZhou

It is an important historic assignment of the Sixteenth Plenary Session of Fifth CPC Central Committee to construct socialistic new agriculture,which concerns the prosperous society and modem construction in an all round way.Socialistic new country construction is materialization of socialistic essence.The study used the cases and practice investigation methods to value the actuality of new country construction in SuZhou,and educe the emphases,difficulty and key point in new country construction process.From the cases investigation point of view,the thesis studied means of proving countrymen income in KunShan new country construction.The result had the great use for reference to solve the key problem in SuZhou new country construction.From theory analysis point of view,the thesis brought forward that the outlet of financing agricultural base establishment construction is the conformation of market operation system.The precondition of market operation system construction is the judgment of market degree on agricultural base establishment.The study adopted the public economic theory to systematically analyze agricultural base establishment products(services) provision and its efficiency, and pointed out that the provision of public,monopolized or external city base establishment from market would brought out the social efficiency loss.The study established guideline system and market degree valuation mode for country base establishment market index.This mode would provide decision foundation for the market operation of country base establishment.The thesis also constructed the theory frame of function orientation on agricultural base establishment products(services) provision and production for government and market,and pointed out that it was a reasonable option to establish and push the partnership between state and individuals in agricultural base establishment investment, construction and management field,etc,which would offset the "government malfunction" and "market bug".New country construction is a long-term,complicated system project.There are many problems in this field for further investigation,for instance,the management democracy in new country construction, as well as the operational system of four sub-modules in new country construction market operation, which would be the emphases for further investigation.
