The core of the "three-nong" problems focuses on the laggard construction of the country's social affairs, the laggard running for agriculture and the low living level for the farmers, among which the laggard construction of the country's social affairs is the most obvious. The laggard development construction of the country's social affairs lies in such aspects as the country's infrastructure, culture and education, medical treatment surroundings and public property..The New Rural Construction has some differences from the quondam rural construction. In the past, the rural construction mainly focused on some fields such as the wheat supplies, farmers' income and the comprehensive capacity of agriculture, while the New Rural Construction insist on all-sided development in all fields of the rural areas. Therefore, the construction of public affairs is a very important aspect for the New Rural Construction, which is also the main content of this thesis.In this sense, construction of the country's social affairs is a new way for construction of the rural areas based on China 's present state.As for the importance of the construction of public affairs, the discussion mainly divided into three parts, which is the construction of the new styled community, the construction of the rural culture and the construction of the rural environments. On the basis of the status quo of a town named TingXi in XiaMen city, the thesis put forward relevant solutions to the development of the new styled community, the rural culture and the rural environments.
