With the progress of Science and technology , development of economy and the Rapid growth Of population . The effect of human beings had been becoming more obvious and the sharp conflict of population,resource,environment and the economic development had emerged. It is a serious problem we faced that how to analysis the relationships between the mankind and nature, environment and economy and how to realize sustainable development correctly .The ecological system of the drainage basin is an important part in the world. How. to accelertale the relationship between the development of eco-system and environment in order to the sustainable development of basin is the key point people research on.The BaiSha river basin was located in western of Sichuan province, the small hydropower resource of which had its own development feature and certain representative in western. In this paper Odom's energy analysis theory was used, the actual instance of BaiSha river basin and the study about energy analysis home and broad, energy-environment- economy system and energy flows were taken as study main body and study objects respectively in order to reflect the sustainable situation from 2002 to 2006 in overall aspect, the eco-economy system of BaiSha river basin was analyzed detailedly and thoroughly. The results indicated that the resource of BaiSha river basin was self-sufficient, the energy self-sufficiency value ratio of which could reach to 91.8%, its own resource can meet the application needs of the sustainable and rapid development .But on the other hand, because of excessive reliance on its own resources, economic development and energy value were low .In addition, although BaiSha river basin natural eco-system was good and environment loading was low, industrial structure of which was irrational because of water resource generation. It's energy value has highly reached 21.3%. From the view of the structure of output energy value, electric output energy value highly reached to 79.8%.Based on energy analysis, the sustainable development condition of drainage basin of BaiSha river were evaluated in this paper. The overall economic level of development were evaluated by energy/money ratio; The economic influence to environment and the people life level were reflected by gross import and export energy, energy self-sufficiency ratio and energy per person; and it measures a country' s foreign trade situation by ratio of energy per person. By comparing the drainage basin of NaMasi river in Xinjiang Province with the average level of SiChuan Province, the superiority and shortage in drainage basin of BaiSha river were got in sustainable development and the suggestions were proposed.The energy system of indicator is of great theoretical and practical significance to the sustainable development of BaiSha river basin. In a certain sense, the discussion of energy analysis theory provides a new perspective and theoretical platform for the sustainable development of the water and electricity resources in this area .Meanwhile, It will provide a reference for sustainable development in some little drainage basins especially in west regions where these places are rich in water and electrical resources and the development of water and electricity were regard as their main economic development pattern .
