Study On The Linking Of Science And Technology Expending Systems In Universities And Rural Areas

The agricultural technology promotion is the approach and link of scientific and technical achievements translate into the real productivity, it's a significant link of science and technology serves the agricultural production. The present agricultural technology promotion system in our country used to play an important role in serving"san-nong"and expending science and technology in the countryside. But under the new situation, the original science and technology expansion system in the countryside has not been able to adapt to the development request of rural economic completely. This system is the product of planned economics, its characteristic is one kind top-down unidirectional information spreading process which has the administrative order characteristic, it have typical characteristics of the administrative promotion system. This kind of the promoted mechanism, that only respect the national promotion organizations and neglect the economic efficiency of peasant households, can not adapt to the development of rural economics and the market advancement. Therefore, strengthens the expansion work of science and technology in basic unit of countryside, regarding the promotion, the application and the industrial production of scientific and technical, establishes new management mechanisms of the new scientific and technical achievements, enhances the ability of gain, proliferation scientific and technical results in the countryside, expands the channel of advanced technology to divert to the basic unit of countryside, establishes the new expansion system of science and technology in the countryside, have become the objective request of propelling the science and technology work in rural areas effectively.The agricultural colleges have the superiorities of talented person, the scientific research, and the science and technology information in countryside, they are noticeable power of scientific innovation and promotion in countryside. Under the new situation, how to unify the agricultural colleges'science and technology expansion system and the countryside science and technology Services organization organically, establish the stable communication channel and the effective relation mechanism, link with the science and technology demand in countryside, guide and encourage the scientific researchers, the universities'teachers and students go to the countryside and the enterprises, support for the development of rural economy , display the superiority of the expanding systems, this have the important theory and the practice significance of establishing the new scientific and technical transformation system in our country, promoting the competitive power of our agricultural products, increases the farmers' income, narrows the disparity between the cities and countryside. This article embarked from the science and technology expansion's present situation in our country, analyzed the science and technology expansion system in our countryside and the agricultural colleges, and compared the two science and technology expansion systems, to draw on the experience of foreign agricultural colleges participate in the expansion of science and technology, analyzed the feasibility and the barriers of linking the two science and technology expansion systems, studied the incentive mechanism of technical experts and support conditions. Finally analyzed and the discussed the linking of two science and technology expansion systems ,about thoughts, channels, the breakthrough point, the types, the basic framework and so on.This paper includes six chapters:The chapter I introduces the research background, the research goals, significances, thoughts and methods of this paper, elaborates the research achievements in domestic and overseas.The chapter II embarks from the existing agricultural science and technology expansion in our agricultural colleges and rural areas, analysis the present situation of agricultural science and technology expansion in our country, summaries the ways of two science and technology expansion systems, proposes some problems in the expanding systems.The chapter III introduces the expansion practice of science and technology in rural areas of foreign countries, and analysis the policy foundation and barriers that exist in the linking between the two expansion systems of science and technology in our country.The chapter IV proposes support conditions which are necessary in linking with the two expansion systems of science and technology, construct the linking pattern from four aspects those are thoughts, the breakthrough point, the basic framework and the fundamental types.The chapter V uses the game theory and other related knowledge to study the incentive mechanism of technical experts participating in the agricultural technology promotion, and analysis the incentive mechanism, appraisal system of technical experts, distribution of achievements and so on.The chapter VI proposes some policies and suggestions to link the two expansion systems of science and technology, including establish the leadership mechanism, the regulative mechanism, the fund raising mechanism, the safeguard mechanism and so on.
