Study On The Decision-Making Of The Rational Urban Collection Land-Scale Of Xi'an

The spread of urban using land-scale is the result and requirement of urbanization, at present, which has a trend to be larger in amount and accelerate in speed under the drive of many factors, such as the increase of population and economy, the melioration of environment, the conglomeration and configurable adjustment of industries, which are interior factors, policy direction, the progress of technology and the development of information, the improvement of traffic condition, consumer hobbies, the qualifications of society and economy, and the traditional management system, which are exterior factors. With the accelerating of urbanization and the increasing contradiction between urban construction land use and plantation protection, it has been put forward as focus that how to deal with this problem for the harmonious development, to meet the requirement of the development of economy while saving the land resource and to determine the rational urban collection land-scale.This paper takes Xi'an as an example, analyses the drive factors influencing the spread of urban using land-scale, uses the DPS, and formulates the model of the rational urban using land-scale by quantitative analysis. Finally by forecasting the interrelated factors, the rational urban land collection scale in the future years is determined.At the same time, this paper analyzes the cost and the income while governments collect and remise land from the point of view of Break Even Analysis, and formulates the general model of land remising price to support the government to determine the rational urban land collection scale.There are problems in the government's management of urban collection land scale, such as the collection land scale is excessive and the collection land for construction area is mostly foodstuff crop using land. Aiming at these problems, this paper puts forward some related politic suggestions which we hope the government adopt to control the land collection scale effectively, guarantee the construction land use while reducing the area of impropriated plantation, and promote the harmonious development of society, such as control and monitor the land strictly, push the system of using land economically and intensively, hold the ground of 1.8 billion mu plantation, and enhance the construction of integrity of the Ministry of Land and Resources and related departments.
