Agriculture is basic industry of national economy, and the development of agriculture affects directly the development of national economy. Agriculture is frangible industry with risk. Agricultural producers are faced with bath natural risk and market risk. Agricultural insurance as an economy compensatory system to transfer risk and disperse loss plays the important role in assuring the continually and steadily developing of agriculture production. Agricultural insurance has developed in the world over one hundred years before; Developed countries including some developing countries attach much importance to agricultural insurance and look it on as significant step of modern developing. Due to history and practical reasons, agricultural insurance in China still can't be adapted to needs of agricultural development, agricultural insurance has the feature of high risk and high loss ratio, it develops very slowly. The problem of "agriculture, country and farmer" is the key problem of building harmonious society. It is obvious that agricultural insurance is one of crucial approaches to solve the problem mentioned above. Therefore it is very necessary to research agricultural insurance.This thesis divides into six parts which combine with each other as a system. Chapter 1 is concept and related theorists that introduced the agriculture insurance, pointing out a few special properties of the agriculture insurance. Chapter 2 carries on the analysis to the development mode of the foreign agriculture insurance. The typical model of agriculture insurance are the American mode, Japanese mode, Germany and other Western Europe, North Europe mode, Indians and developing country of Asia. It mainly analyzes the characteristics and economic backgrounds of different mode. And it also analysis our country's experience by drawing lessons from the foreign agriculture insurance development experience. Chapter 3 is the history and the actuality that introduced the agriculture insurance. Chapter 4 pointes out the dilemma of our country agriculture insurance development, the problem of the farmer, government, the business insurance company and the market mechanism in the agriculture insurance development. Chapter 5 analysis currently shortage of the pure business agriculture insurance and the policy agriculture insurance, according to this, at the present the realistic choice of our country agriculture insurance is business management for lord, the policy support in order to assist, businesses and policy management combining together. Chapter 6 put forward the concrete measure and suggestions of the development of domestic agriculture insurance in combining the foundation of chapter 5.
