A Study On Development Pattern And Appraisal Of Ecological Economy In County Region

The summon of "strengthening county-region economy" was proposed in the report of 16th National Congress of Communist Party of China (NCCPC). The county-region economy obtains the unprecedented concerns and attention after the concept of "the county region economy" was first used and "strengthening county region economy" was first proposed explicitly in the Communist Party of China (CPC) document. The 17th NCCPC promotes a struggling goal for affluent society to constructing ecology civilization. The CPC have made the comprehensive, coordinated and sustainable development policy to constructing a low-input, high-output, low-consumption, few-discharge, cycleable and sustainable national economic system, and to forming a resource-conserved and environment-friendly society. All of these have indicated the direction for the development of county-region economy and set a new request for it.The thesis is produced under such a background and request. On the basis of theories of ecological economics, sustainable development and circulatory economics, regional economics and industrial economics, this article is launched around three major problems in the development of ecological economy in county region, namely what is the pattern of it? How about the development status of it? How to choose leading industries for it? The paper tries to establish a set of exercisable and feasible method system for the development of ecology economy in county region. The thesis is divided into six chapters, and the specific details are as follows:(1) The 1st chapter of the thesis is about background, purpose and significance of the research. Content, methods and research summary for existing researches in the fields of county-region economic development and ecological economy are all included in the fist chapter. (2) Chapter 2 introduces the theory foundations of the development of county-region ecological economy, including the theories of ecological economics, sustainable development and circulatory economics, regional economics and industrial economics. (3) Chapter 3 studies on the development pattern of ecological economy in county region. The existing development patterns are innovated upon, and a satellite-skeleton pattern founded on three leading industries is brought forward in this chapter. (4) Chapter 4 analyzes the problem of development status of ecological economy in county region. An appraising method based upon the model of ecological footprint is put forward to assess the development status of county-region ecological economy, and a demonstration study is simultaneously carried on with Dengzhou County, Henan Province. (5) Chapter 5 conducts a concrete research on how to choose "three leading industries". An evaluation index system composed of six norm and twelve indexes is set up, and finally demonstrated with Dengzhou County as well. (6) In the sixth chapter, the main conclusions and innovations of the thesis are described. The deficiencies of the thesis are also analyzed, and directions for further research are pointed out.
