Shenzhen's Government name the indemnificatory housing which solve the "sandwich" problem of housing safeguards the "Public Letting House". That is, the government provides preferential policies, the indemnificatory housing let to residents have low-income or housing difficulties, and moreover restricts building standard and letting price. Through the creation of Public Letting House policy, Shenzhen preliminary realizes the "Seamless Connection" with low-rent house, economically affordable house, price-limited commercial residential building and constructs housing security system which covers all sidedly the residents who have low-income and housing difficulties. Just as Shenzhen is the first city that has introduced property management system in the early 1980's and then popularized it to whole country. Shenzhen's operation of Public Letting House mode will surely have important and profound infection Chinese housing security system.By Basing on field research at Shenzhen land resources and house property administration, and having consulted a number of materials, the Author firstly elaborates on current situation and historical evolution of our country's housing security system, as well as the construction thought and current framework of Shenzhen's housing security system. It also further analyzes different thought between our national and Shenzhen's public letting house development. This paper focuses on analyze of Shenzhen's public letting house mode, takes Shenzhen's public letting house in 2007 as an example, introduces in detail the construct situation, administrative organization, operation mode of Shenzhen's public letting house system. It also points out several problems and the direction needs improving in Shenzhen's public letting house mode.This paper also puts emphasis on analyzing the developed experience of Hong Kong's Public Housing Policy, and is combined with relative public housing policy experience of Singapore and other developed foreign countries and regions. It puts forward some thoughts which we can borrow from to develop our Public housing system. Finally, this paper studies and discusses the feasibility of other cities in our country to copy Shenzhen's public letting house mode, and some factors which influence the practicing of public letting house policy. It preliminarily constructs feasible mode of carrying out public letting house policy in cities.In the long term, the two levels mode of economically affordable housing and low-rent house can hardly form a perfect housing security system. Nevertheless, the development of Shenzhen's public letting house mode is generally successful. This paper analyzes deeply into this new housing security mode in many aspects, in hope to provide new thought to the construction of national housing security system.
