As a developing country, China has to possess advanced technology in order to achieve rapid and sustainable economic development by relatively low cost. The primary method to obtain international capital and technology is taking advantage of the spillover effects of the developed countries. In the era of knowledge economy, regional innovation has become the mainspring of the regional economic growth and the decisive factor to keep international competitive advantage for the region. So how to make use of the knowledge spillovers from developed countries effectively to enhance innovation turns to be very crucial for China. Therefore, it's worthy and important for us to find out the influence of knowledge spillovers on China's current regional innovation.The study is designed to analyze the spillovers effects on China regional innovation from foreign direct investment (FDI) and foreign trade comparing with the effect of local R&D investment. Firstly, we apply the econometric analysis method of panel data for the empirical study which indicates the positive correlation between R&D investment and regional innovation, between FDI & foreign trade technology spillovers and regional innovation as well. This also indicates that domestic R&D investment is the most important internal driving force of China's regional innovation, and international knowledge spillovers has become an important external driving force. Secondly, we analyze the effect of local R&D investment, FDI & foreign trade spillovers on invention, utility model and design patents respectively. We find local R&D investment is the crucial factor for enhancing local innovation. Although knowledge spillovers from FDI & foreign trade has some positive effect on regional innovation and low inventive level design patents to a certain extent, no significant impact is found on invention and utility model patents which require high level self-innovation and operative technology. Finally, we concluded the following points based on the above study:①R&D investment has significant effect on promoting China's regional innovation and the application increase of invention, utility model and design patent.②The knowledge spillovers from FDI, also has a distinct relativity to regional innovation. The knowledge spillovers has some positive impact on low invention level design patent, however, no significant impact was found on invention patents which require high level self-innovation and operative technology.③The function of knowledge spillovers from foreign trade which is similar to FDI knowledge spillovers in regional innovation field is limited. Through empirical study and with the combination of China's national conditions, the paper presents the corresponding policy advices:①Improve domestic R&D investment in order to enhance the regional innovation and the absorption capacity of knowledge spillovers. It is the mainstream of China's regional innovation development.②The structure of foreign capital should be optimized in order to boost its function on enhance regional innovation by promoting and guiding FDI.③The structure of foreign trade should be optimized in order to maximize the knowledge spillovers.
