In recent years, our country's debt scale of townships is still upwards, the debt is heavy in some areas. It concerns the normal running of the grass-roots organization and sustainable economic development. This issue dissects the main reasons of sustainable growth of township debt in recent years, basing on cruising data such as the debt scale, structure and trend of 138 townships in 9 counties of city A. The result proves that the low growth of financial strength and the outstanding contradiction of income and expenses are the main reasons of the debt raising in underdeveloped townships. The township which develops quickly and has better economic foundation, also bears heavy debt for construction. Weak management and big haphazardry of debt and unclear duty for quitting the liabilities are general standing issues in townships. This issue puts forward the basic treads for solving township debt problems: to take active and effective measures to solve the existing debt, more and yet more is to remove the forming mechanism of unreasonable debt with great efforts through institutional innovation; to equip townships with the purse strings reasonably for improving the protection capacity of grass-roots finance; to establish reasonable excitation mechanism for the government to quit the liabilities for promoting democracy at the grass-roots level; to establish long lasting mechanism of standard debt activities for forming a complete chain of debt management.
