With the coming of information wave, the software industry has been a new economic growth point. Software companies belong to high-tech enterprises, then whether having the high quality software talents decides whether the company can develop rapidly. As the primary software talents (PST) are the basis of the software talents pyramid, they have a very important position. In view of the serious shortage of primary software talent, the trend of growing demand for software research talents and the PST of China having become the global target of fierce contention, whether the company can exploit PST with high efficiency is becoming the urgent problem in human resource development (HRD).This article, firstly, divides the PST, which is the object of this study, into two categories: primary software development talents (PSDT) and primary software research talents (PSRT). Secondly, based on the analysis of characteristics of the two kinds of talents, this article uses the basic principles of HRD to provide Chinese enterprises with the PST exploit strategy including mining, culture, and development strategy, considering the experiences form the United States, India on development of PST. These series strategy can help companies access to the suitable PST effectively, improve the values of talents, and inspire talents to create more value for the companies. The views of this article are as follows:1. In the strategy of mining, the article discusses the importance of the interns system for mining PSDT and brings forward "Recruitment according to Paper" for PSRT specially. "Recruitment according to Paper" can help companies mine PSRT faster, more accurate, and with less cost level.2. In the strategy of culture, the author discusses the methods of establishing training institutions, integrating external training resources, and utilizing vocational training certification strategy. At the same time, the author proposes "environmental culture mode" for the PSRT to enable them access to the environment which can improve their capacity furthest.3. In the strategy of development, this article uses the career management for the exploitation of PST. Through combining the enterprise development strategies and designing the vocational track with the staff's own characteristics, we can make the PST see their own development goals even when they are at the grassroots level, which can get a win-win objective by motivating staff work stably and contribute to enterprises' development.
