| Nowadays, project management plays a more important role in the daily management in internal telecom corp. And the pattern of daily works begin to be closer to that of projects which we expect that all the tasks can be putted into best effect by compact and effective project management. Take the system construction of telecom's "Best Tone" for example, special project teams have been constructed to do the work with the mode of project management in a lot of cities.The construction of operation supporting system is the groundwork of telecom's operation and plays an important role in daily works. Since every supporting system owns his characteristic, the construction possesses a rich character of project. The author will now arrange all her projects she's ever taken part in since 2002, such as the 112 system's, the "Best Tone" system's and the No. 10000 system's construction of Canton-Telecom, to extract some effective and efficient means and principles in management by summarizing and giving more research on the practices and experiences.Take projects' connatural features in telecom corp. into consideration, we should make a special effort to those aspects: project environment, project scope, team building, quality controlling, schedule making and risk management to avoid the weak-matrix architecture and the schedule slacken in project and the extra costs on resources coordination.Firstly, the environment with more objective factors is the base of a project which we should start our research of project management with. This paper concluded and summarized the environment features and several disadvantages of telecom projects and thus offered three ways to help striving better factors: report to leaders regularly, take chances when leaders visit the project, take advantages by special events.Secondly, control the scope of an IT related project by "Prototype" though it's hard to measure or visualize the objective statement. By means of modularizing the system and detailed descriptions for test conditions and results, one can make it most conceivable and appreciable.Thirdly, we should experience four periods of team growing and find the real problem during that in team building, including the mechanism of the company, weakness of human nature. And then use promoting and cultural management properly to promote the team entering a harmony-term as soon as possible. Fourthly, use QFD to quantize the evaluation standard in quality controlling, and then carry the fully quality controlling into execution to insure the quality of the project. In addition, we should also enhance the risk forecast, give positive countermeasure and use the scientific workload evaluating method in schedule making. And at last, be sure that not neglect the risk management which is one of the most oblivious aspect in IT project. In this aspect, we should use cooperation model of risk management well and evade or debase the risk to make the project working orderly.Project management includes nine parts. According to the service supporting system in telecom corp., the author gave a overall summarization by her own experience. Wish this paper can be an introduction to share the experiences to more elites of project management and promote the development of our internal project management. |
