| In 2008, China's telecommunications industry experienced its fourth largest reorganization over the past decade. The original "5+1" pattern of the telecommunications industry has been restructured into a full-service, integrated telecom group, including the new China Mobile, the new China Unicom, and the new China Telecom. The intense competitions among international telecommunications and the business needs in the 3G times have brought a new great competitive force to the restructuring industry. To enhance the core competitiveness of enterprises, the three major telecom companies want to improve the internal management level through the construction of enterprise informationization. In the competitive information age, China Unicom confirmed the "UNI-IT", the Enterprise Architecture of the Enterprise Informationization, which constitutes Business Support System (BSS),Management Support System (MSS),and Enterprise Resource Planning System (ERP). ERP, as the integrated management system of informationization, is the core of the "UNI-IT".ERP System was first applied in the manufacturing industry. It has experienced booming development three times after its introduction to china. However, the success of application rate in enterprises has been low internationally. A number of characteristics in domestic telecommunications industry make ERP systems still stay at an early stage to explore. The unfavorable factors for ERP system implementation are:complexity of the organizational structures, variety of business processes, trivial details of basic data, time constraints of implementation, compatible difficulties of the system and changes in business management, etc. According to the characteristics of telecom industries and the difficulties faced by the implementation of ERP projects in telecom industries, the thesis puts forward with the scientific management of the implementation of ERP projects in China Unicom, making China Unicom achieve the successful implementation of ERP projects through the introduction of project management methods.According to the implementation Cycle of ERP Project Management, this paper analyzed the requirements analysis phase, the neartude analysis phase, the business process reengineering (BPR) phase and the systemic selection phase of the implementation of project management, it points out the Critical Control Point and methods of technical management in the process of project implementation, moreover, focused on the ERP systemic selection. This thesis creats the China Unicom's ERP systemic selection factor weighted model, using analytic hierarchy process (AHP) and rough AHP Selection (ESS-RA).then made an unanimous opinion that the company systems, after-sales service and cost of enforcement are greater weighted control factor in system selection. In the project management research, this thesis is guided by PMBOK project management philosophy and studies the ERP Project Management of China Unicom respectively from nine management content articles abstracted from the knowledge management system.This thesis applies the ERP system of Zhuzhou branch of China Unicom to verify theory and make survey interviewing to the employers of ERP system. Most interviewees have given positive accesses to the executioxn efficiency of ERP. According to the survey interviewing, there are 54 people who think ERP execution has highly improved the company's business processes (46%),39 who think it has improved the financial plan and 54 people who consider it has improved the application capability. According to the survey result, combining two aspects, the model application of human resource management and financial management, it displays that the company has greatly increased the management efficiency of both aspects and the implementation of ERP system of Zhuzhou branch has given some references to the the telecom enterprise operating ERP programme. |
