The Study On The Forestland Cadastre Management

The forestland is a kind of land that can produce and reproduce forests and trees, also it can bear and make many wild animals and plants and microorganisms survied. It is not only the most important producer goods for forestry production, but also is the material basis to develop forestry. During so many material conditions of forestry production, the forest land holds the special status. Since long, due to the needs of the development of the national economy,as well as forestry reforms and other reasons causes a vast area of forestland was expropriated and occupated. In addition the country pays more attention to forest management than forestland management and neglectes this basic link—the forestland cadastre management. As a result, the forest resources were destructed and massive forestland outflew ,and also enlarged the forestland management pressure. From sustainable forestry development and socio-economic development needs, studying forestland cadastre management is the requirement of the times. In the present case, there is rarer research about the forest land cadastre management and the research isn't comprehensive either. There are still many issues which need to be explored. In view of this, the article has conducted the exploring research to the forest land cadastre management, and the primary coverage summary is as follows:(1) The article first introduces the concept and the present situation of forest land as well as the forest land management's concept and the present situation mentions, then introduces the common land cadastre and the cadastre manages. Then profits from these two aspects, it unions forest land's characteristic to propose the forest land cadastre and the forest land cadastre management concept, the function, the principle and so on related content.(2) Based on the forest land this special type land's characteristic,the article conducts the exploration research to the forest land cadastre management separately from the forest land cadastral inventory, the forest land registration and the forest land statistics, the forest land classification and grading estimate, forest land cadastre records management these five aspects to conduct the exploration research to the forest land cadastre management. It carries on the detailed research explanation to the above five big aspect content mainly from the concept, the content, the characteristic, the method, the principle and so on each detail.(3) The forest land cadastre management's foundation is the cadastre material, it from forest land cadastral inventory. This article embarks from forest land own particularity, for the first time unifies the second category investigations of the forest resources and the common land cadastral inventory, then analysis and study the investigation unit,step and method of the forest land ownership investigation and the forest land cadastration. The forest land registration and the statistics takes the forest land cadastral inventory as foundation, after forest land cadastral inventory research, this article rests on《Register of land Rule》,《Forest And Forest Land ownership Registration Policing method》and so on to study the forest land initial registration and the change registration.(4) This article applies the land classification and graduation estimation 's method system to the research of forestland classification and graduation estimation system, and proposes the forest land classification and graduation estimation concept, the necessity, the basic theory (land rent theory, soil-rent value theory, location theory, productive forces theory), the overall mentality, the technical route and the concrete method system.(5)The forest land cadastre file is the core of forest land management file, its management is also an important component of forest land file management. After analysising forest land cadastre file and management's concept,characteristic and so on related content, the article proposes the forest land cadastre file modern management.
