This paper took the collective forestland in Sha and ShunChuang county of FuJianprovince as the example and applied DEA-Mlamquist, Tobit two-step method as well assingle factor variance analysis on the panel data from2007to2009after the forest tenurereform to exam the forestland operating efficiency and further its influencing factors in theSouthern Collective Forest Area. The results suggested that there is an inverse U shape curverelationship between the forestland operating scale and total factor productivity after theforest tenure reform rather than an simple positive or negative relationship as previouslyassumed. Factors such as forestry investment, level of rural household diversification and ageof householder significantly influence the productivity efficiency while the rest have lesssignificance. We also found out that forestland operation fall short in operation scale andforestland liquidity. It also has sever problem of efficiency differentiation.
