With the continuous development of the liberation of the finance and the integration international economy, the degree of open and competition of the banking increases continuously. After China's entry to WTO, financial market will be more open than ever and banking industry will face more drastic competition. The China's commercial banks operate in low efficient and lack competitive capability in the market because of a long-running history reasons. Therefore, how to implement the proper industrial policies, which can improve the efficiencies of commercial banks, is a significant issue today.Industrial organization theory provides scientific basis for the government to establish industrial policies and promote their development." Market Structure—Market Conduct—Market Performance" paradigm is the key content of industrial organization theory. This dissertation takes 4 state-owned commercial banks and 12 share-holed commercial banks as the exploring objects, analyzes commercial banks with SCP paradigm and proposes the relevant industrial policies.The full test is divided into six parts. The first part introduces the purpose, significance, clue, frame and methods of study. The second part is the brief introduction of commercial bank and Industrial Organization Theory. The third part is the analysis of market structure, including market concentration, product distinction and market barriers. The fourth part is the analysis of market conduct, including price conduct, on-price conduct and organization adjustment. The fifth part is the analysis of market performance, including fluidness, expenditure, payoff and risk. The last part is the industrial organization policies of commercial bank.
