Study On The Scale Controlled Of Toll Roads Of China

Toll roads with a history of more than 20 years in China, play an important role in improving the structure of our highway net and boosting the technique grades of highway net during the developing of our road transportation. However, some focus problems such as the large scale, the great number of stations and the excessive charges, are deeply concerned at the same time. The consistently expanded scale of toll roads has become a great obstacle in the competition of highway transportation industry and the sustainable development of regional economy. Therefore, it becomes a very important problem to be solved urgently to enforce the control on scale of toll roads currently.The situation, problems and causes in the control on scale of toll roads are studied and analyzed in this thesis, in order to enrich the development connotation, develop toll roads scientifically, make the scale of toll roads reasonable and the structure optimized, promote the sustainable development of toll roads on road net scale, structure and service functionally, and boost sustainable, stable and healthy development of Chinese road construction to benefit the people and harmonious development of Chinese economy and society. Meanwhile, the necessary research foundation is provided for creating good social opinion and atmosphere. On the basis of policy and experience borrowed from the developed countries, combining with the public products theory and governance theory, and in the developing view of overall development, scale controlled and optimize structure, the thesis puts forth the governing strategies of perfecting the control on scale of toll roads, which are making a overall planning to co-ordinate the development of region's toll road, controlling and optimizing the structure of road's scale, strengthening and standardizing supervising of toll road, optimizing the system's environment of toll road's development.
