Study On The Relationship Between The Power And Interests In Toll Roads Reform

54th executive meetings of the state council in 1984 decided "loan to build roads,Charge for loan ",the decision greatly promote the development of the highway traffic in our country.Since the 21 st century,as the toll roads increase gradually and rights consciousness of citizen awakening,toll road reform continuous fermentation,toll roads are charging,high charge standard,the management of organization overstaffed,high salary of staff,embezzlement and other issues emerge in endlessly,toll road reform has caused much attention and debate,all kinds of experts and ordinary people began to pay much attention on it.This paper argues that the reform of toll roads become a problem of public management which the main reason is involve power and interests.Based on the laws,regulations and public policy changes as the clue,in-depth reform of toll roads implied in power and interest relations,the analysis of various stakeholders participate in the reform of toll roads used in power and interests,to better solve the reform of toll roads,provides some reference opinions to make good public policy on reform of the toll road.From the Angle of power and interests,the reform of toll roads will naturally involves the question of power and interest relationship,only to conduct a comprehensive discussion on the issue,and the changes of Chinese reform of toll roads public policy,thus the power and interest factors in the reform of toll roads to make a more detailed analysis,can continue to discuss the connotation of power and interests in toll roads reform and interaction.Theory of the need to experience,this paper takes the capital airport expressway fees reform as a typical case.the central government,the capital airport expressway group and the social public interests of three main body in the reform of the capital airport expressway toll problems.On the basis of theoretical analysis and empirical validation,we need to review the current management system and social atmosphere to solve the problem of the relationship between power and interests in toll roads reform path.Involve the issue of reform of toll roads mainly include the lack of checks and balances,unequal power and interest,and the public's lack of rational consciousness,imperfect of laws and regulations system,toll road management system is unscientific,toll road management level is backward,etc.To solve these problems,we needs to take corresponding measures to solve it.This paper based on China's social and economic development situation to solution the toll road reform,main from Empirical analysis,not like some scholars from the perspective of ought to be.To solve the problem,this article more considering the toll road in the reform of the existing power and interest framework,with an eye to solve the problem of toll roadreform is feasible and practical,tried to provide actionable ideas of public policy about toll road to the future of the formulation of relevant laws and regulations,lay a solid foundation to solve the problem of reform of toll road.
