A Countermeasures Study Of Perfect China’s Toll Roads System And Management

The highway traffic enterprise of our country in the recent 30 years got rapid development, especially the toll road further this process of development, but on the other hand, as the problems of the highway management system and method, the sustainable development of highway transportation was influenced. The are many uncoordinated need to research and solution, which have been appeared form highway transportation and economic developmentThis article is a countermeasure research of the application, which perfects the highway management system of the toll road , including the theoretical analysis on the toll road’s economic nature; the research of the toll road’s formation and development, the research of the highway management system and situation , especially the Shandong’s highway management situation, the analysis of the institutional and management issues, the comparative study on foreign toll roads the analysis of the development of Chinese toll road, the countermeasure of perfects the highway management systemThrough the study, the main points of this article are as follows. The problems of toll road system and management can be summarized into four aspects, namely: the management system is not smooth, total size is too large, structure is unreasonable, management is non-standard, etc. In the countermeasures, it raised many solutions: the development model which contains highway-based toll roads & ordinary road-based non-toll roads as two systems; the principle of development of our country’s toll roads; perfecting the toll road system; implementation of total amount control; perfect legal laws and regulations; regulate the management and other countermeasures.This study provide a beneficial reference for our country’s toll roads even the entire highway system reform, and promoting the toll road management standardization.
