The Research On Internal Control Of The Mechanism Of Government Procurement Of China's Water Conservancy Project

The implementation of government procurement, as a means of public finance system in developed countries has been implemented for many years,because it has a certain functions of internal control by itself, meanwhile, it is very important for its open and fair operation procedure to improve the efficiency in the use of funds for government procurement, safeguard national interests and social and public interests, and promote the construction of clean government. So, it shows strong vitality. "Government procurement law of People's Republic of China" has provided to put the project procurement on the basis of financial funds into the scope of government procurement. China's construction of water conservancy project is in the category of public finance funds and public products, and the investment is a huge sum, however, it is not a long time for China to carry out government procurement, especially for all kinds of projects including water conservancy project, we are still at the first stage, trying to research something. General Secretary, Hu Jintao proposes definitely in the report of the Party's 17^th Congress that revolving around promoting the equalization of basic services, we need improve the construction of public finance system, increase the investment in public service areas and improve the mechanisms of restriction and supervision. Therefore, it has a major significance to strengthen and standardize supervision and management.This paper mainly focuses on the construction and management system of China's water conservancy project, and the progress of government procurement, as well as the existing problems, and analyzes the causes target-oriented. It is the proposal to improve the internal control of the government procurement. This paper is based on the general principles of internal control, and it is in the framework of existing laws and regulations and takes advantage of integration analysis for the project procurement process. This chapter proposes and establishes a monitoring framework that runs through the system, in accordance with the importance and size of the risk to identify key control points and control links with the project, and gives several important means of control combining some cases. It establishes a framework of internal control of the mechanism of government procurement of China's water conservancy projects, which has a universal significance, then analyzes and demonstrates it.
