Research On The Effect Of Eu New Chemical Policy On Textile Industry Of Zhejiang Province And Corresponding Strategies

Indor to protect people's health and safety of environment,also to hold and improve EU's Competitiveness of chemical industry, on Dec.18th,2006,REACH regulation was adopted by EU finally. REACH regulation establishes a unified monitoring system for chemicals. In this system, about 30,000 kinds of chemals in EU markets and 5,000,000 kinds of chemical products and relatived downstream products should be subjected to register,evalution, authorization and restriction separately. REACH regulation deals with safety of chemicals'production,trade and use, which has an all-around monitoring on producing chains and the whole life cycle.In some extent, REACH promotes enterprises to improve their technologic process and advance product quality, and consequently contributes to advancing industrial structure adjustment and upgrade. But, according to the existing technology level and business capital of enterprises in Zhejiang Province, REACH will make technical barriers to trade of related products, because of the strict standards of evaluation, high costs of register and fussy precedures, and then will hinder further the developments of industry.Zhejiang Province is an important province of producing and exporting textile products. The parper analyzed the current situation and tendency of safety management on chemicals in China and abroad. It gave emphasis to the effect of REACH on textile industry of the province, combined with the current situation and characteristics of the industry. Finally, the paper put forward corresponding countermeasures, to offer important reference to the goverment and enterprises for reply to REACH.
